I suggest that you try factoring, which although a bit expensive may help you until you can become cash positive.

First let me thank everyone who has posted emailed and called to offer helpful suggestions. I was not sure what to expect when I joined this
group, but I have already found a solid community of very knowledgeable and helpful people and I thank you.

Second, based on some feedback I should probably clarify a bit more. What I am actually looking for is a company or resource for payroll.
I am not looking for investors to give me money to start my company or buy computers, but rather to fund the payroll for new government
contracts that I win. I hope that helps thanks again for all the help
